Wildwood will not impose beach fees this year, but may put question to voters

WILDWOOD — Mayor Ernie Troiano Jr. assured residents and business owners Wednesday night that the city’s beaches would remain free this year.

During the city’s regular commission meeting, Troiano explained that the reason “beach fees: referendum” was listed under new business on the night’s agenda was to give the three commissioners a chance to consider the issue and the possibility of placing the matter on a referendum.

“The public should have the right to determine what we do,” Troiano said, explaining he wanted a referendum to be voted on before the city ever took a step toward instituting beach fees.

The subject is a controversial one because the beaches up and down Five Mile Beach have remained free while other communities such as Cape May and Ocean City require beach tags. The free beaches are part of an island-wide marketing campaign that promotes the many free amenities found in the Wildwoods.

“My position has always been this situation is a life-changing situation on the island,” Troiano said.

He said the city was talking with the Greater Wildwoods Tourism Improvement and development Authority and the Greater Wildwood Hotel and Motel Association about other ways to add revenue to Wildwood’s coffers.

Commissioner Pete Byron, head of revenue and finance, said the beach offers potential in many forms such as cabanas and beach bars and all those options are being considered as a way to generate revenue.

He said the issue of beach tags would be thoroughly researched and its feasibility determined before any steps are taken.

Commissioner Tony Leonetti said the commission was far from making any decision.

“We’re looking at so many other things that we can do not to have beach fees,” he said, but he added the possibility exists that such fees may be needed down the road.

None of the commissioners came out for or against beach fees, but resident Sandra Richardson, a former commission candidate and the only member of the public to speak on the issue at the meeting, said she supported the fees.

“I think it’s a necessity,” she said.

Also Wednesday, the commissioners heard a presentation by Carmine de Falco, managing director of propertytaxcard.com.

He told the commissioners that his company offers a service through which property owners would be encouraged to shop locally by applying a percentage of their local purchases toward paying their property-tax bills.

“So the more he shops in town, the more property-tax dollars he gets,” he said.

Each property owner would get a card that would be swiped in a machine at participating businesses, and each individual business would determine the percentage of cash back that would be put toward a tax bill.

The commissioners also talked about creating a facade program to improve the look of Boardwalk businesses.

But Byron warned that the look is part of the Boardwalk’s character.

“We’re not Ocean City. We’re not Atlantic City. We’re not Cape May. We’re Wildwood,” he said.

Troiano agreed, but said at some point many of the businesses simply look trashy or sloppy and should be improved.

“We’re here to promote business, not discourage it,” he said

I'm sure ALL of the beaches would be free if there weren't so many cigarette butts and snack-chip bags in the sand! People are slobs and it costs money, a LOT of it, to clean up after them. There are plenty of free beaches in the non-resort towns up and down the coast if the six-bucks is out of reach.

...AND NOW A MUCH HAPPIER STORY OUT OF WILDWOOD...

King and queen crowned at National Marbles Tournament in Wildwood

WILDWOOD — Even the marbles were hot.

But that didn't stop the 89th annual National Marbles Tournament as it crowned the new king and queen of marbles.

The competition, played on 10 concrete rings on the beach at Wildwood Avenue, comes to town each June, some hotter than others.

Thursday's temperatures were in the 90s, which made the concrete surface more of a challenge, but the 24 boys and 20 girls who played coped with the heat with their eyes on making it to the finals.

Two Tennessee girls, Makynlee Sims and Logan Mayberry played for the coveted queen of marbles title, while Jordan Narr, of Allegheny County, Pa., and Caleb Isaacson, of Gunnison County, Colo., competed to become the next king of marbles.

Champions must win 8 out of 15 games to earn their respective titles.

Logan won the girls championship after 15 games.

"It was hard," she said of the game played on a hotter than usual surface.

Logan, 11, practices every Saturday for about three hours, and this week's trip to Wildwood for her third.

Her mother and stepfather, Tracey and Jack Tinsley were on hand to celebrate the win along with coach Hugh Brian Cherry.

'I'm tickled to death for both of them," Cherry said, adding he is also Makynlee's coach.

Caleb, 13, won the boys' title after 14 games.

The new king of marbles has been playing marbles since he was in second grade.

"It's just fun," he said as friends came up to shake his hand and hug him.

His parents, Donna and Willie Isaacson, smiled as he celebrated.

"He got third three years in a row," Donna Isaacson said of her son's win on what was his fourth trip to the championship competition. "This was his year."

"He's been working on this all year," she said.

Winners receive $2,000 scholarships, $500 sportsmanship awards, trophies and bragging rights. And each year, champions are inducted into the Hall of Fame, housed in the Greater Wildwoods Chamber of Commerce building on Pacific Avenue.

Caleb's coach, Jerry Piquette, became teary-eyed as he congratulated his student.

"It's unbelievable," Piquette said, who celebrated his 76th birthday the day before Isaacson’s big win.

After the games, the players received a variety of awards and the day was capped off by the traditional kiss between the queen and king.

Caleb planted one firmly on Logan's cheek, and the new king and queen began their reign.

Criminal charges have been filed against six people accused of selling synthetic marijuana and one accused of selling other toxic substances, in shops on the Wildwood Boardwalk and in Rio Grande.

On Tuesday, the Cape May County Prosecutor's Office made the arrests and seized nearly 1,600 packets of suspected synthetic marijuana or other toxic chemicals having an estimated retail value of $160,000, as well as $121,000 in cash, numerous items deemed to be drug paraphernalia, and 11 firearms, at five of the stores in which the suspects were arrested and at one additional Wildwood shop that was searched by law enforcement.

The arrests are the result of a joint undercover investigation, conducted in June by the state Division of Consumer Affairs’ Enforcement Bureau in partnership with the Prosecutor’s Office. Each of the suspects allegedly sold packets of synthetic marijuana or other toxic chemicals, with labels including “K2,” “Rehab,” and “Jersey Shore,” to undercover investigators. They allegedly told the investigators that smoking the substances would result in a marijuana-like high.

Suspected drug packets sold at five of the stores tested positive for one or more variants of synthetic marijuana – none of which were subject to a Federal or State ban until the State Division of Consumer Affairs in February 2012 made New Jersey the fourth state to comprehensively ban all variants of synthetic marijuana. The chemicals are now classified as Schedule I Controlled Dangerous Substances, subject to the same level of control as cocaine or heroin. Distribution, sale or possession is a third-degree crime, subject to a fine of up to $25,000 and imprisonment for a three- to five-year term.

In the case of substances that did not test positive for synthetic marijuana or other known drugs, under N.J.S.A. 2C:35-10.4 it is a fourth-degree offense to sell any substance containing a toxic chemical knowing that the intended use of the product is to cause a condition of intoxication.

Of the defendants listed below, six were charged with Controlled Dangerous Substances violations due to the alleged sale of synthetic marijuana. One was charged for the alleged sale of substances containing toxic chemicals for the intended use of causing intoxication.

The Cape May County Prosecutor’s Office on Tuesday, July 10, made the following arrests and seizures, as a result of the joint operation:

• At Golden Spot, located at 2706 Boardwalk, Wildwood, officers arrested David Maimon, 59, of Staten Island, and Daniel Pepe, 31, of Philadelphia. Both were charged with Distribution of Controlled Dangerous Substances, Possession of CDS, and Distribution and Possession of CDS Within 500 Feet of Public Property. Officers seized approximately 35 items of suspected CDS, more than $13,000 in cash, and numerous items deemed to be drug paraphernalia.

• At Shore Shop, 2808 Boardwalk, Wildwood, officers arrested Ben Morad, of Fort Lauderdale, Fla. He was charged with Distribution of CDS, Possession of CDS, and Distribution and Possession of CDS Within 500 Feet of Public Property. Officers seized two items of suspected CDS and approximately $200 in cash.

• At Fantasy, 3400 Boardwalk, Wildwood, officers arrested Sebastian Claros, 18, of Boca Raton, Florida. He was charged with Distribution of CDS, Possession of CDS, and Distribution and Possession of CDS within 500 Feet of Public Property. No items were seized.

• At Gemini, 3704 Boardwalk, Wildwood, officers arrested Edward Vanaman, 22, of Erma. He was charged with Distribution of CDS, Possession of CDS, and Distribution and Possession of CDS within 500 Feet of Public Property. Officers seized more than $500 in cash, and 27 items deemed to be drug paraphernalia.

• At Seagars, 1613 Route 47, Rio Grande, officers arrested Robert Pancoast, 43, of Cape May Court House. He was charged with Distribution of CDS, and Possession of CDS. Officers seized more than 1,500 items of suspected CDS, more than $2,000 in cash, 11 firearms, and numerous items deemed to be drug paraphernalia.

• At Golden Gate, 3202 Boardwalk, Wildwood, officers arrested Shereif A. Mourkos, 24, of Egypt. He was charged with Distribution of a Toxic Chemical Knowing the Intended Use is to Cause a Condition of Intoxication. Officers seized approximately 15 items of suspected CDS or toxic chemicals, approximately $105,000 in cash, and numerous items deemed to be drug paraphernalia.

• At Genesis, 4104-06 Boardwalk, Wildwood, officers seized approximately 29 items of suspected CDS or toxic chemicals, approximately $700 in cash, and numerous items deemed to be drug paraphernalia. No one has been arrested.

All of the defendants were released on summonses with the exception of Daniel Pepe, who was found to have a Failure to Appear warrant out of Wildwood Crest Municipal Court, and was held on $1,000 bail.

Coast Guard suspends search for missing man in waters off North Wildwood

NORTH WILDWOOD — The U.S. Coast Guard suspended its search this afternoon for a man missing off the coast of North Wildwood since 7 p.m. Friday.

U.S. Coast Guard Petty Officer Nick Ameen said that while New Jersey State Police were towing a Jet Ski on Friday afternoon, they received reports from people on shore about a man and his 7-year-old daughter who were pulled into the water by the undertow. The girl was rescued and taken to safety but her father has not been located.

"The 50-year-old father is the one still missing," Ameen said.

The Associated Press identified the missing man as Horsham, Pa., resident Brad Smith.

After searching all night with a small boat crew, Ameen said a full search was again underway this morning and includes the State Police, Wildwood Beach Patrol and the Stone Harbor Police Department.

"We have suspended our search pending further details," Ameen said.

Fruitful efforts: Rasta-banana most popular prize at boardwalk games this summer

WILDWOOD — Wanna know what the hottest prize is this summer at Jersey shore boardwalks?

No problem, mon: It's de rasta-banana!

Stuffed animals have long been among the most popular prizes at boardwalk games of chance of skill. But this year the top dog is a banana, wearing dreadlocks and a reggae cap. (Its cousin, rasta-cigar, is a close runner-up in some places.)

"I don't know what it's all about, but this is one of the top things that people like this year," said Dante Silva, who runs a cork-gun game on the Wildwood boardwalk where contestants win prizes by knocking over targets. "Rasta-banana is definitely the big thing."

The largest of the giant rasta-bananas cost the merchants about $32, with smaller ones costing correspondingly less, according to the owner of one stall who wouldn't give his name, citing past encounters with the Internal Revenue Service.

But boardwalk patrons have been known to spend up to 10 times that amount trying to win them. Eleven-year-old Ryan Widmeier of Cherry Hill and his 9-year-old brother, Justin, spent $50 of their parents' money to win a medium-sized rasta-banana at a Seaside Heights balloon dart game.

"It wasn't that hard," Ryan said. "I just love doing this."

Mark McFarlane of Langhorne, Pa., spent $70 at a similar Seaside Heights balloon stand before winning a stuffed monkey almost as large as he is.

"I just kept on chucking," he said. "I always wanted a giant monkey!"

Winning a stuffed animal has long been synonymous with the shore for many visitors, according to Wendy Todd, whose children tried their luck at a Wildwood stand that involved trying to toss a coin onto a flat dinner plate without it falling off.

"It's the highlight of the going to the boardwalk," she said. "The kids really like it."

Another popular prize is the beer funnel, designed for those for whom four swallows is three too many. It's a large plastic funnel with a long hose running from the end. Some models even come with five hoses attached, so an entire party can suck down beer at frat-house speed.

And jerseys for Major League Baseball and National Football League teams also show up at many boardwalk stands up and down the shore. Yahai Elbetebsi said he pays $100 for each of the jerseys at his stand where customers vie to shoot baskets in order to win prizes, but has no trouble turning a profit. It costs $5 to play, and the stand gives away about 40 jerseys a day as prizes, he said.

Police say Columbia resident aided accused killer's flight to New Jersey and bought items he allegedly stole from victims' home

Police have accused a Columbia woman of helping Gary Gerlach flee the state in June after he allegedly killed two women in their Leola home.

Amber Faye Foultz, 22, also lied to police about evidence that was allegedly taken by Gerlach from the victims' home, according to court documents.

Gerlach is charged with the June 15 killings of Makenzie Hess, who was his girlfriend, and her mother, Mona Hess. Prosecutors have said they will seek the death penalty if Gerlach is convicted of first-degree murder.

Foultz drove Gerlach to Wildwood, N.J., in a stolen car and then helped him hide out in a hotel until he was captured by police on June 17, according to investigators.

Foultz also is accused of buying items from Gerlach that he allegedly stole from the Hess household, including a flat-screen television, a computer and jewelry.

She was charged Tuesday with two felony counts of hindering apprehension and two misdemeanors — tampering with evidence and receiving stolen property.

Foultz, of South Eighth Street, did not play a role in the killings, according to prosecutors.

She is locked up at York County Prison after Springettsbury Township police charged her last week with driving under the influence and selling illegal drugs.

She will be arraigned later this week on the Lancaster County charges.

Gerlach is accused of beating Mona Hess to death with a hammer and strangling her daughter with a belt.

He sexually assaulted the women after they died, according to investigators.

Two days after the killings, detectives found Gerlach at the Sandy Shores Motel in North Wildwood, N.J., where he was staying with Foultz and her teenage niece.

East Lampeter police Detective Christopher Jones, who also charged Gerlach, and Lancaster County Detective Andrew Morgan filed the charges against Foultz.

Foultz has requested a public defender, according to court records.

She allegedly gave police several different stories about what happened to the items that Gerlach stole from the women he is accused of killing.

Detectives, however, later searched her apartment and found the items. They also found items in her car, which was parked at the East Lampeter police station.
