Since most old powerhouses required coal to provide steam, maybe they held tracks or railsfor coal delivery or transportation? It's tough because I have nothing to compare their size to.

They look to be about 5 feet tall or so (the metal part) and then the cement part could be another foot or so...and there were anywhere from 5 to ten of these going in a crescent shape...it could just be like you said, something to do with coal delivery, but one thing is for sure...its a real bonafide mystery!!
 
HERES SOME MORE MYSTERIOUS METAL BEHIND THE POWERHOUSE...WHAT THE HECK IS THIS...?
